Where to use kerosene 0.79g/cc Specific gravity?

To calculate the specific gravity of the material, we use water. But in cement, we want to use kerosene to find specific gravity in it.

why we use this 

Cement hydrates and calcium oxide is formed when it reacts with water. The cement does not show any reaction when mixed with kerosene.
